Add jspeex.dll for Windows 32-bit and 64-bit.
Commits the binary for the JNI Speex encoder, decoder and resampler on Mac OS X and thus enables them.
Ignores the native/ directory in classes/ (just like net/ and resources/ are already ignore.)
